 Alan Powell

I have worked for EPA Region 4 since 1987 and has held a variety of jobs during that time.  I was the Asbestos NESHAP Coordinator and helped retool the National EPA program between 1988 and 1991.  Except for a few short stints in the Wetlands and Air Toxics Programs, I have worked in the Mobile sources field since 1991 focusing on innovative strategies to address air pollution.  Some of  the major projects that I was involved with include:  development of ozone action programs; the Southern Oxidant Study atmospheric research; the Mobile source Task Force; Sustainable Environment for Quality of life (SEQL); the Bartow County EMS (White House award winner); Florida Environmental Decision Making process; ozone mapping; and other nonregulatory approaches to achieving emission reductions.  Two notable awards that I received are: the Vice Presidential Hammer Award for his work on the Common Sense Initiative and a Silver Medal for early work in the Diesel Retrofit program.

I am interested in developing voluntary diesel emission reduction programs that address the needs of local communities relating to economics, energy and the environment.   I think that through collaboration we can develop some regional strategies to voluntarily reduce diesel emissions while affording local governments the flexibility to align the regional strategies with their own economic and energy goals.
